The ensemble is a striking example of the provincial architectural development of the era of classicism. It includes several structures: a squadron school, a squadron committee, a chapel, a sewing workshop and a room for training military cantonists.
The construction work of the ensemble began in 1825, and were completed a year later. The building was built specifically to house a military settlement.
In 1841, the building housed the regimental chancellery of the Chuguevsky Ulan Regiment.
In 1857, by the decree of the Russian Empire, military settlements were canceled, which influenced the purpose of the architectural complex, henceforth the ensemble housed: houses of the regimental chancellery and regimental church.
Only after the 1870s, the buildings passed into the management of the Chuguev Duma: they housed the houses of the city government, the city bank and the city library.
During the October Revolution, tragic events unfolded in the city council building, so the forces of the cadet military school were located here, which were brutally crushed and dispersed.
With the coming to power of the Bolsheviks, the building housed the “House of Pioneers”.
The composition of the building is dominated by clear symmetrical lines. Also on the main facade used an order system.
On the central facade there is a colonnade supporting a protruding roof slope with a portico. Lobbies adjoin the sides, which divide the building into two axes.
During the Second World War, the building of the City Council completely burned down.
It was reconstructed only in the seventies of the XX century from archival records and photographs.
