The decision to erect a monument to the great artist was made in the 1940-50s, but due to the confusion that occurred with the delivery of the monument, it was installed with a delay. He was sent not to the Kharkov region, but to Siberia, where the city of Chuguev is also located.
Simple took several years, and the grand opening took place only in 1954. The monument by the famous sculptor M. Manizer represents a high bronze pedestal with a bust of the artist. The monument was erected near the place where they planned to open Repinsky “Business Yard”. It should have been school-workshops of painting and various applied crafts. Persons from 10 to 60 years old should be admitted to the workshops without distinction of nationality or religion. The only condition is artistic talent. The traditions of Ukrainian folk art were to be used in the products of these workshops. It was assumed that the workshops would not only pay for themselves, but also bring income, thereby contributing to the cultural and economic prosperity of Chuguev. The Delovoy Dvor was supposed to have its own art museum, which was supposed to exhibit the products of the workshops and the objects of folk art they collected. Thus, according to Repin, the Delovy Dvor was supposed to be a truly democratic, educational institution, a kind of creative center. that Repin talks about this unrealized project in his correspondence: “In my dreams,“ Delovoy Dvor ”is something completely different than a workshop-factory, the production of which would not only pay for itself, but would quickly go round Chuguyev would be guarded by deeds of remarkable values; and having prepared over the course of ten years an interest in applied art, it would be very natural, even by virtue of one’s own need, then a museum would have formed - already having a real purpose. ”
