The apartment building was designed by architect G. Wegman, located on the northeast side of the quarter, with the main facade on the city's central avenue.
The building has a different number of floors and consists of five blocks, the center is shifted deep into the area. Along the central transverse axis of the building, the entrance and aisles are located in the middle of the quarter. The foundations of the house are concrete, the walls are brick - partly decorated with concrete slabs, the roof of the building with an attic is covered by a wavy asbestos.
Three central blocks of the building have eight living sections, the lateral wings - two. On the ground floor there are shops with the entrance from the avenue, the entrances to the residential sections - from the yard.
The main facade of the building is enriched by the rhythm of the vertical architectural elements in the form of attached three-storey porticoes, ending with terraces. The lateral facade rising above the terrace is completed by a triangular pediment with a circular window opening in the center. Crowns the central part of the house with a powerful cornice.
