The building was commissioned by the merchant Israel Shpolyansky at the turn of the XIX - XX centuries under the project of Alexander Lyshnevsky.

In one version, it was originally the Passage Hotel, with shops and a restaurant on the ground floor. In 1919, a painting and art workshop called "Art" was opened here.

And since 1991, the Kirovograd Regional Museum of Art has been operating here, which has a very rich and dramatic history, dating back to 1921. It was moved many times from one building to another, long restored after the plunder in World War II.
At present, the Kirovograd Regional Art Museum is a leading cultural and artistic center of Kirovograd and the region and has more than 11 000 exhibits.
